well i would go with vb.net as this is the newer updated language with alot more features

Well I think every language is good for starting if u do hard work.so don't waste your time in this things and start learning with any language with positive thinking...

For the most effective tutorials check here for VB tutorials.Here you will find more tutorials for the other languages as well.Its the best tutorials which the beginners use the most.I am sure that you guys would get a lot of help from there.

I think Visual Basic 6 Tutorial is good for beginners,I am sure that you would get a lot of help from there,it help you to create a window based applications

Definitively getting a compiler would be the first step. Learning programming languages is much easier when it's hands on. Microsoft has many resources for vbasic including starter kits and tutorials. I think they even have a free compiler.
