Link Directory Question

Alright, well, here's my situation guys.

I was told recently by a friend to dump PR 0 links in attempt to increase my own directories PR. Is this true? I mean, a few of these sites really aren't "Garbage" sites as most would say.. They are honestly trying, just not promoting well. Should I dump these sites for the benefit of my own Directory? Thanks for any input.
